They are on the fence as a warning. Trespass and you will be “shelled.” LOL!
I think we both have a touch of gallows humor.

I imagine the neighbor lives down by the sea shore? Her name isn’t Sally by chance?
Well, we are in a coastal state. Her name is Maria, as I recall. And, no…she doesn’t sell them.
I’m surprised some mean-spirited someone hasn’t either broken them or stolen them. You live in a great neighborhood!
It is definitely a high-dollar area. It’s such a small town. There isn’t much crime. The police department, sheriff’s office and fire department are all blocks from each other.
I bet the sound of the Ocean is overpowering right there.
We are a coastal state. The bad news is, there is plenty of ocean sounds with our hurricanes.
Kind of like hats for fence pickets.. or an avant garde take on black plague masks ha.
